1. Playing Times

 

1.1

All matches will be 12 overs per team. Each team will be allowed one hour in which to complete their 12 overs.

 

1.2

All matches played for the fall league will begin at 5:30 p.m.

 

1.3

A team shall not be allowed to declare its innings closed.

 

2. Start Of Match

 

2.1

At least seven members of a team must be at the ground prior to the start of a match. If a team does not have at least seven members properly dressed in generally accepted cricket clothing and ready to play at the scheduled start time, that team will be deemed to forfeit the game.

 

2.2

In the situation where the match is never begun because of weather or other conditions that is the fault of neither team, the match will be conducted on the following Saturday of the week. Follow up matches begin at 11:30am on the following Saturday for the pre-scheduled match. Also, Option 2, the team captains can mutually decide to declare the match as a no-decision and the points (three points each) will be shared equally between the two teams.

 

2.3

A written list of the players taking part in the match must be provided to the Umpires prior to the toss being taken. A copy of the list must also be provided to the umpires at the same time. If the list contains more than eleven names, the playing eleven must be clearly indicated. If the eleven players slated to actually play in the match are not so indicated, the first eleven players on the list will be assumed to be the starting eleven. In case, an uneven number of players show up for each team, the team with higher number of players, will be at an advantage.

 

2.4

The list of players can be changed before the toss. After the toss the list of players can only be changed before first ball for the match is bowled, with the approval of the opposing captain. Any changes so agreed to will be communicated to the umpires prior to the start of the match.

 

2.5

If one team is late for the match, the number of overs faced by the team that is late will be reduced by one over for each four minutes, rounded up, that the start is delayed.

 

2.6

If a team is more than 30 minutes late, the match will be automatically awarded to the other team.

3. Play

 

3.1

A maximum of 15 minutes is allowed between innings. The teams are not permitted to leave the field during the break

 

3.2

When conditions warrant, the umpires may, solely at their discretion, allow an additional water break during each innings.

 

3.3

One Hard Tennis ball will be used for all matches. The ball must be handed to the umpire for approval at the start of the innings. The umpire may at his discretion ask the fielding captain to use a different ball if the quality of the ball is not up to an acceptable standard.

4. Aborted & Delayed Matches

 

4.1

If it is necessary to cancel a match before 12 overs have been faced by the team batting second, and unless the team batting second are all out or the target runs have been surpassed, the match will be declared a no-decision and the points (three points each) will be shared equally between the two teams.

 

4.2

If the team batting first is all out in less than the scheduled number of overs for the innings, the team batting second will be allowed the full complement of overs.

 

4.3

If light or weather conditions make it impossible for the team batting second to complete their innings, the result will be based on each teams's score in their innings at the end of the last over completed before play is suspended.

5. Umpires

 

5.1

Umpires must be at the ground at least 30 minutes prior to the scheduled start of the match.

 

5.2

In the event of only one official league umpire being available:

1.     The two captains may mutually appoint an umpire to be the other officiating umpire. If the umpire is not a player in the current match, the umpire will for the duration of the game be afforded all the benefits and authority of an official umpire

 

5.3

If there are no official league umpires at the ground prior to the start of the game:

1.     The two captains may mutually appoint two umpires to stand in the match. If the umpire is not a player in the current match, the umpire will for the duration of the match be afforded all the benefits and authority of an official umpire and be paid the same umpiring fees as a regular league umpire.

2.     If both captains cannot agree on the choice of umpires, the match will be declared a no-decision.

 

5.4

The umpires' decision in all matters is final. There will be no arguments or public disagreement with any decisions that the umpire makes during the course of the match. If any team disagrees then a formal complaint can be filed with the League Coordinators once the game is over.

6. Bowling Restrictions

 

6.1

Each bowler is allowed a maximum of three overs per innings.

 

6.2

In the event of a team being penalized for a late start, the number of overs allocated to each bowler of the other team remains at 20% of the original number of overs scheduled for the innings.

 

6.3

A member of the fielding team who leaves the field of play for any reason for more than 15 minutes while the match continues will not be allowed to bowl on returning to the field for the amount of time that he was off the field.

7. Substitutes

 

7.1

The umpires and batsmen must be alerted when either a player or a substitute fielder takes or leaves the field.

 

7.2

There is no restriction on where a substitute may field.

 

7.3

In case of a shortage of players, substitute fielders may be used. However these fielders will not be allowed to bat or bowl during the match.

8. Bouncers & No-Balls

 

8.1

If the umpire calls a ball a no-ball, any runs scored, either off the bat or as the result of an extra, will be scored in addition to the run being awarded for the no-ball. An additional ball will also be bowled in the over.

 

8.2

A bowler is allowed to bowl one bouncer per over. A bouncer is defined as any ball that bounces, or would have bounced, over the shoulder of the batsman standing upright at the crease.

 

8.3

A second or subsequent bouncer in an over will be called a no-ball. Either umpire may call the no-ball. Should the batsman play the ball, it does not negate the call of no-ball and runs are scored as for any other no-ball.

 

8.4

A full toss which is higher than the waist of the batsman (standing upright) when it passes the batsman will be called a no-ball. The umpire at the bowlers end will call the no-ball. Should the batsman play the ball, it does not negate the call of no-ball and runs are scored as for any other no-ball.

 

9. Wides

 

9.1

On a wide, one extra will be added to the total and another ball will be bowled in the over. Any additional runs scored off the wide will also be scored as wides and will stand in addition to the one wide extra.

 

9.2

Any ball pitching outside the leg stump and moving farther away from the batsman will be called a wide ball. A ball that comes in contact with the bat, or with the body of the batsman while in his regular batting position, will not be called a wide. In such a case, if the umpire had already called a wide, the umpire shall revoke the call of wide ball.

 

9.3

Any ball clearly outside the off stump at such a distance to make it virtually impossible for the batsman to play a normal stroke from where he would normally be standing, will be called a wide by the umpire. This is not mitigated by the batsman moving to or away from the ball. However, a wide shall not be called if the bat comes in contact with the ball. In such a case, if the umpire had already called a wide, the umpire shall revoke the call of wide ball.

 

10. Results

 

10.1

The following points system will apply for the Matches:

*     Win: 2 points

*     Tie or No Result: 1 points

*     Loss: 0 points

 

10.2

In the event of the scores being tied at the end of both innings, the result shall be a tie and no account will be taken of the number of wickets which have fallen.

 

10.3

In the event of teams finishing on equal points, the order of finishing will be determined as follows:

1.     The team with the most number of wins in the Matches will be placed in the higher position.

2.     The team with the higher net run rate in the Matches will be placed in the higher position.

3.     The team with the higher number of wickets taken per balls bowled in the Matches in which results were achieved will be placed in the higher position.

4.     The position of the teams will be determined by drawing lots.

 

10.4

Semi-Final: If a Semi-Final is tied or there is no result, the team that is placed higher in the points-table for the division matches will proceed to the finals.

 

10.5

Finals: In the event of a Tied Final or if there is no result, the teams will be declared joint winners.

 

10.6

The Net Run Rate will be determined as specified in the ICC Standard Playing Conditions for One Day Internationals

 

11. Team Rosters

 

11.1

Once a player has played one match for a team, the player cannot move to another team during the season.

12. Scorecards & Statistics

 

12.1

It is mandatory to send complete scorecards for all the matches with first and last names of the players to the league statistician within three days of the match being played. Scorecards may be sent by electronic mail, fax or postal mail as recommended by the webmaster.

 

12.2

The official record of fines levied against teams with respect to late scorecards will be maintained by the webmaster and made available on the RCCL website.

13. Leg Byes

 

13.1

LBW is not considered as OUT due to the complicated nature of the decision.

 

13.2

Since there are no leg-byes, there is no run-outs on leg byes. However, a batsman can be stumped out, either by the keeper or a close-in fielder if the batsman stepped out of the crease to play a shot and failed to return in time.

 

13.3

As a result, Leg Byes are not awarded.
